The Quick Command Menu is a separate in-page Chrome extension feature, not the desktop Power Strip.
Current Availability
The current extension package contains code for the Quick Command Menu, but does not load that code as an active content script. The menu therefore does not generally appear on supported chat sites or ordinary webpages in this beta.
Power Strip browser commands are active and use separate extension handlers. A command name appearing in extension code does not mean the in-page menu is enabled.

- Power Strip — the floating desktop command bar
- Browser Commands — Chrome-aware buttons on Power Strip
- Quick Command Menu — the currently inactive in-page extension menu
